Why Restrictions? All products labeled as pesticides, whether the product is natural, organic or man-made, are regulated by each state. Restrictions for sale in a state occur because the manufacturer of the product chooses not to register that product there. If the product is not a pesticide, there may be other regulations that the vendor cannot easily meet having to do with labeling. The reason for non-registration is usually economic: each state requires a fee that is paid annually, or the cost of re-labeling for just one or a few states is too high. Smells pretty bad when wet. Not offensive at all after it dries. Keeps the deer and rabbits away from my flowers. Not sure how long it actually lasts. I've been applying a quick, light spray every two weeks just to be sure I'm protected. Concentrate is a much better deal than the RTU.
Repels all works!

I sprayed this stinky stuff on the fence and ground around my grape vines about a month before they were ripe. This year is the very first harvest in 5 years that I am going to get to eat my own grapes before the squirrels get them. Repels All even kept my dog from digging in the rose bed where nothing has worked before.
